The Henderson City-County Planning Commission Tuesday evening will discuss the process it will put in place to hold public hearings associated with creating regulations for wind energy conversion systems.
The meeting will be 6 p.m. Tuesday in the third-floor meeting room of the Municipal Building.
Brian Bishop, the executive director of the planning commission, said he will present a plan to commissioners in which public hearings on different aspects of WECS will be held bi-monthly.
For example, at one public hearing the planning commission might hear testimony regarding shadow flicker, he said. Two months later, the commission would hear testimony about a different aspect of WECS, he said. That would continue until all the public hearings have been held and then a draft of the ordinance regulations could be written.
Bishop said he believes there are just too many points to consider for WECS for it to be condensed into one public hearing. The planning commission’s policy is that if all those who wish to speak haven’t by 9 p.m.–after its 6 p.m. start–then the hearing is continued till the next day. Bishop said if a public hearing including all the aspects of WECS were to be attempted, then it’s likely it would stretch for days and days, which would cause too much confusion.
Bishop said it will be up to the planning commission how to proceed Tuesday, which may mean asking him to make changes and return with a new public hearing plan, further discussion or approval of his proposal.
